Rational:
Careful consideration must be given to promoting children to Year 3 as the decision could affect their progress not only in their Year 3 year but more importantly in their later schooling. Experiences have shown that many children promoted at any early age have experienced difficulties at the intermediate and secondary stages.
Purpose:
- To provide a framework for decision making which can be applied to individual children under consideration for movement to Year 3.
- To provide a guideline for teachers when making decisions on promotion at this level.
- To provide guidelines for consistency in this decision making.
- To give parents an opportunity to have some input into their children’s placement.
Broad Guidelines:
- Children who turn seven in January, February, and March will normally move to Year 3.
- Children whose birthdays are in April or May will be carefully considered and decisions will only be made after full discussion with parents/guardians/caregivers.
- Unless there are exceptional circumstances, children who turn seven in June or later will not be considered.
- In making decisions on promotion, consideration will be given to (a) maturity and social development, (b) independence and work habits, (c) academic ability and progress.
Conclusion:
All reporting should be objective and constructive. It should be a sharing of information between home and school for the benefit of the child.
